Please accept our heartiest congratulations for showing Left Front regime the door to exit into oblivion, from the reins of powers of West Bengal, and also accept our further heartiest congratulations to take the charge of the office of the Chief Minister of West Bengal, after victory of the 'Maa Mati Manush', being result of the struggle for over 3 decades under your leadership, thus People of the West Bengal fully mandated you to ensure transparent and good governance.
Respected Madam, If you can remember, I had the opportunity to met your good-self many a times, including in or around in 1995, at your Delhi residence at C-4, M.S. Flats, Baba Kharag Singh Marg, New Delhi, to submit to your good-self, through you're the then personal assistant, a copy of my Application to the then President of India, to grant according sanction to prosecute Shri Jyoti Basu, when your personal assistant asked me to come the following day. On reaching your place the next day, I was immediately ushered in before your good-self. Your good-self had then told me to be careful, as I could be eliminated by the hirelings of Shri Jyoti Basu. At the same time you also said that the documents, which I had given to your assistant already has been passed on to Mr. Jayanto Ghosal, the Veteran Journalist who was then working with the Bengali Daily Newspaper 'Baratman', and now with the Ananda Bazar Patrika. Your good-self even tried to get Mr. Jayanto Ghosal, on your mobile. However, you very kindly gave me his telephone number, and assured me that if Mr. Ghosal feels satisfied with the contents of the aforesaid application, then the same can be published in his Newspaper, and your good-self would also raise it in the Parliament. Mr. Ghosal very kindly took care to take pains to sit for around 3 consecutive days to discuss the matter thread-bare in detail and went through various documents and thereafter prepared a detailed note for his the then Newspaper: "Baratman". He assured me that the matter will be published as a Lead News Item. He asked me to see him after a week or so. When after one week I again went to see him, I was informed that he has instructions from his Newspaper not to get involved with my matter. On the contrary it was quite surprising to find, that on the very day, when my matter was expected to be published in the 'Baratman', perhaps under the influence of certain vested constraints of commercial interests, 'Baratman', published the Interview of one of the members/relations of Kolkata Land Mafia, against whom I had made the allegations in my aforesaid application. Mr. Ghosal also gave me a copy of the Newspaper containing the said interview. None the less, he was very kind to arrange to get my story as made in my application also published, in one of the Bengali Weeklies: "Cold-field Times" form Asansol dated 15-21 May, 1995. Now, as per the information including the file noting of the respective file regarding my aforesaid application for according sanction to prosecute Sri Jyoti Basu, received under Right to Information Act, 2005, it is revealed that the then the PMs viz. Sri P. V. Narsimha Rao and then Sri I. K. Gujral respectively restrained any action on my aforesaid application, by their respective Orders, in my view such unconstitutional orders were passed certainly under some political considerations.
Further, I had a few more opportunities to meet your Good-self at a number of times. Shri Sachindanand Sau, an ex-MLA from Suri, also introduced me to your good-self by saying that 'Mr. Choraria is one of the most honest persons', and also wrote a letter to you, with similar comments about me.
While, under the Right to Information Act, I am able to collect various documents from the different public authorities, including Central Vigilance Commission and Eastern Railways, in support of my charges against Kolkata Land Mafia Mr. Sanjay Kumar Jhunjhunwala that he has ominously encroached upon a sizable Railway Plot measuring 18,000 Sft., and have even raised construction of Multistoried Buildings, in part on the said Plot. And further to protect the aforesaid encroachment and construction, he under criminal connivance with the senior Railway Officials had even entered in an illegal agreement, hiding the very fact concerning the aforesaid encroachment. In addition to all this, under the Right to Information Act, I also have in my possession various other valuable documents collected from other public authorities which bear testimony to the Nexus between Shri Jyoti Basu and Kolkata Land Mafia.
The very critical issue raised in the aforesaid application submitted before the President of India was that the then Chief Minister Shri Jyoti Basu had used and misused his powers and abused his authority to provide and ensure illegal and criminal support to Kolkata Land Mafia Mr. Sanjay Kumar Jhunjhunwala, and also to ensure immunity to him for his criminal activities. In fact he had even hatched a plot to eliminate me by killing me, as a result of which on 18.07.1986 a severe attempt to kill me was made inflicting no less than 42 stabbings on my body, while another plot was hatched to kill my son who was then of 18 years age, by staging a truck accident under criminal connivance with the Police, as a result of which both of his legs were severally damaged and he was able to stand on his own legs only after 22 major operations and sustaining a long treatment that continued for more than two years. This arranged truck accident was made on 21.02.1991, the day which earlier was fixed by Dr. Manash Bhuinya to raise the issue of Nexus between Shri Jyoti Basu and Mr. Jhunjhunwala, before West Bengal State Assembly, but he postponed the same under some influence, or under some criminal conspiracy, which required to be investigated by CBI.
This is pertinent to mentioned that in consideration of his Mafia activities, in or about 1989, I have started calling and describing Mr. Sanjay Kumar Jhunjhunwala as Calcutta (Kolkata) Land Mafia. In 1990, he filed a Defamation Suit and then initiated a Contempt Proceeding both before Calcutta High Court against me. Since he is criminal minded person and have accumulated huge black money and also successfully embraced large number of political leaders from different Political Parties in West Bengal, as such he even obtained illegal Rule from High Court by filing false affidavit of service. In the aforesaid Contempt Proceeding, I filed application under Section 340 of Cr. P. C. to prosecute him, and High Court was pleased to pass an Order for analogues hearing of both the matters of the Contempt Proceeding as well as my application u/S 340 Cr. P. C. Since thereafter, on the one hand with the support of Shri Jyoti Basu, he compelled me to flee from Kolkata and on the other hand he arranged the aforesaid matter for out of the cause list which runs out of the list for about 17 years. When, after enactment of Right to Information Act, 2005, I started submitting application to Income Tax Department seeking information about action taken on my complaints against tax evasion, and between 3rd March, 2006 and 15th March 2006, some corrupt Public Servant from Income Tax Department leaked about my application of seeking information under RTI Act, he on 16th March, 2006, withdrew his aforesaid defamation suit, resulting thereby automatic death of my aforesaid application u/S-340 Cr. P. C. Considering proximity between said Mr. Jhunjhunwala and I.T. Deptt., I have filed large number of applications under RTI Act, as a result, possibly under abetment from said Mr. Jhunjhunwala, reportedly some corrupt Public Servant from I. T. Dept., arranged fund for one Advocate Mr. Sardul Singh Bhutoria practicing in Calcutta High Court about the I. T. Matters, who misused connection with father of my daughter-in-law and gratified respective Police Officer to arrest in a false allegation of dowry, and also arranged my erroneous arrest from my Delhi residence along with two of my relations, ignoring the fact that his predecessor Investigating Officer submitted his two reports before the Ld. Court that no evidence of alleged incidence (on the basis of which FIR was registered) was found. The criminal plan behind my arrest was to ensure Jail Custody and then ensure my elimination in the Jail. Under this criminal plan IO not sent CD of the case, with hoe that without CD my application for bail could not be heard, while I have been informed by S. P. through his two letter admitting that alleged incidence was not occurred, and my lawyer correlated the aforesaid letters with the respective Two Police Reports, as a result I got the bail and their criminal plan was failed. After coming back to Delhi, I sent my complaint to the then DG of W. B. Police Sri Bhupendra Singhji, who called the then S. P. Howrah and within three days there from Charge Sheet was filed without having any credible information/evidence. In fact when it was came to my notice that false allegation of dowry payment is leveled against us, I served a legal notice u/S -80 of CPC upon I. T. dept., and I. T. Dept., recorded statement of the father of my daughter-in-law, who made a statement on oath that no dowry payment is made. However, after contesting the matter under RTI Act, for three years I received Certified Copy of the aforesaid statement, and on the basis of which I filed application u/S-340 of Cr.P.C. in the respective Court. I also served a legal notice upon State of west Bengal demanding compensation against my aforesaid erroneous arrest.
Respected Madam, now I have enough materials to move Higher Judiciary against Kolkata Land Mafia Mr. Sanjay Kumar Jhunjhunwala, but I was awaited to see you in the chair of Chief Minister and also was interested to see the administrative actions, as such, besides several other representations, on 1st November, 2008, and then 10th November, 2008, I submitted voluminous detailed memorandum to the His the then Excellency the Governor of West Bengal, Shri Gopalkrishna Gandhi. In response to my said Memoranda, the Office of the Governor forwarded it to the Chief Secretary of the Govt. of West Bengal, Home Department, but under RTI Act, it was informed me that such communication is not available. Therefore, on 15th April, 2011, on request, I forwarded copies of the aforesaid communications to Shri C. C. Guha, WBCS(Exe.), OSD & EO Deputy Secretary & SPIO, (ID Code: CS1986211) Home Department, Govt. of W. B., Writers Buildings, Kolkata-700001.
Respected Madam, in view of the facts that aforesaid Nexus was prevailed to support criminal acts and activities of the aforesaid Kolkata Land Mafia Mr. Sanjay Kumar Jhunjhunwala, therefore, I humbly request you to approve handing over all criminal matters referred in my aforesaid Memoranda addressed to the Governor for enquiry to CBI. I am ready to further provide all necessary documents to in support of my charges. To ensure transparent and good governance this is demand of the time is that a 'Commission of Enquiry' should be appointed to enquire the matters regarding Nexus Between the political leaders from West Bengal including the then Chief Minister of West Bengal Sri Jyoti Basu, role of Mr. S. K. Todi on the one side and Kolkata Land Mafia Mr. Sanjay Kumar Jhunjhunwala, his relations including Kedar Nath Fatehpria and associates including Manik Chand Sethia and Chunilal Mukherjee on the other side and effects of such Nexus.
