Press release . Emergency Meeting of officials of Doctors ' associations

PRESS RELEASE

 

An emergency meeting of officials of Pakistan Medical Association (PMA), Pakistan Islamic Medical Association (PIMA), PPA, Private Clinic and Hospitals Association was held at PMA House on 17thOctober, 2011 the meeting expressed serious concerns over the Direct Registration of FIRs, against the attending Physician, in Police Stations ,in cases of Mishap. The officials had serious concerns over the Safety issues of Doctors working in Public and Private Sector Hospitals.

 

Recently and incidence took place in Imam Clinic a child was 9thMonths old brought to the hospital in serious condition and could not survive after that the relatives damage the hospital property and took away the hospital record and files. They beat the paramedic and used abusive language for lady doctors on duty.  

 

It has become a usual practice that whenever any mishap occurs, the relatives and other people, gather around the scene, create hostile atmosphere for health care workers. This results in mob attacks that not only destroy the hospital property, but also threaten the lives of medical professionals. 

 

In cases of death or any complication, which is part of medical practice, the relatives straight away register an FIR, against the serving 

Doctor. The Police also do not hesitate and without delay does so at times under political and other pressures. This follows the arrests of the health care workers and then the almost never-ending process of going to the courts.

This gives an impression that Life and Death is in the hands of Doctors.  Which is not the case as everybody knows.

 

It is very difficult to work in such an atmosphere. The Deaths and Complications are part of Treatment. There are known serious complications to certain conditions, and In obstetrics and all other medical and surgical especially, a simple normal case can complicate any time.

 

The non-technical persons cannot understand these. They should not be allowed to give their verdict on these cases and register FIR.

 

We strongly demand that No Prosecution, or Legal proceeding shall Lie against the health care provider except before the commission related to provision of healthcare. We never support negligence but that needs to be proved scientifically.

 

 No direct case under section 302 may be registered against doctor until his negligence is proved by a special / technical committee.

 

We demand that

·        Physical Attacks on doctors and health providers while they are performing their duties should be taken as INTERFERENCE in official duties.

 

·        These attacks should be taken as serious offences and culprits should be booked and punished according to the LAW. The violator should be fined up to five lacs or one year imprisonment or both. This particular aspect should be widely communicated through media for the information of general public

 

 

The Chief Minister, The Governor and The Health Minister should instruct the Authorities not to Register cases against Health care workers, without investigations by a proper commission.

 

We would advice the electronic media not to broadcast news and documentaries on such incidences without investigations by a proper board.

 

Chief Minister Mr. Syed Qaim Ali Shah had promised to us in February 2011 to bring an Ordinance regarding this issue in Assembly and we are still waiting for his promised to fulfill.
