शिक्षा से ही नहीं, नौकरी से भी जाए अंग्रेजी

दैनिक भास्कर, 28 अप्रैल 2008 : प्रो. यशपाल यों तो हैं, वैज्ञानिक लेकिन बात उन्होंने ऐसी कह दी है, जो महात्मा गांधी और राममनोहर लोहिया ही कह सकते थे| आजकल वे एनसीईआरटी की राष्ट्रीय पाठ्रयक्रम समिति के अध्यक्ष हैं| इस समिति का काम देश भर की शिक्षा-संस्थाओं के लिए पाठ्रयक्रम बनाना है| ऐसी कई समितियॉं पहले भी बन चुकी हैं और कई नामी-गिरामी शिक्षाविद उनके अध्यक्ष और सदस्य रहे हैं लेकिन यह पहली बार है कि कोई अध्यक्ष जड़ तक पहुंचा है| पहली बार किसी अध्यक्ष ने कहा है कि बच्चों पर अंग्रेजी थोपी न जाए याने उन्हें वह पढ़ाई तो जाए लेकिन उसमें किसी को फेल न किया जाए|

क्यों कहा है, प्रो. यशपाल ने ऐसा? मुझे पता नहीं कि उनके तर्क क्या हैं लेकिन वे तर्क उनसे अलग क्या होंगे, जो हम बरसों से देते रहे हैं| सबसे पहला तर्क तो यही है कि सबसे ज्यादा बच्चे किसी विषय में फेल होते हैं तो वे अंग्रेजी में ही होते हैं| सरकारी संस्थाऍं इस ऑंकड़े को छिपाकर रखती हैं| 'भारतीय भाषा सम्मेलन' की ओर से अनेक पत्र् लिखने के बावजूद विश्व विद्यालय अनुदान आयोग और उच्चतर माध्यमिक शिक्षा पार्षद कभी यह नहीं बताते कि अंग्रेजी में फेल होेनेवाले छात्रें का प्रतिशत क्या है? हमारे सांसद और विधायक क्या कर रहे हैं? उन्हें यह सवाल पूछना चाहिए और अब यह सूचना के अधिकार के तहत अब पूछा ही जाएगा| सच्चाई यह है कि बी.ए. तक पहुंचते-पहुंचते 100 में से 96 बच्चे पढ़ाई से भाग खड़े होते हैं| ऐसा क्यों होता है? अन्य कारण तो हैं ही लेकिन सबसे गंभीर कारण अंग्रेजी की अनिवार्यता है| सारे विषयों की उपेक्षा करके सबसे ज्यादा ध्यान अंग्रेजी पर लगाना पड़ता है और परीक्षा के दिनों में उसी की दहशत दिल में बैठी रहती है| परीक्षा सजा की तरह मालूम पड़ती है और जब परिणाम आते हैं तो अंग्रेजी के कारण ही सबसे ज्यादा शर्मिंदगी उठानी पड़ती है| अन्य विषयों में कोई छात्र् कितना ही प्रवीण हो, अंग्रेजी के कारण वह अयोग्य घोषित हो जाता है या उसका दर्जा घट जाता है| अंग्रेजी योग्यता का पर्याय बन जाती है|

प्राथमिक और माध्यमिक शिक्षा में तो अंग्रेजी क़हर ढाती है| यूरोप के कुछ देशों ने भारत की नकल करके अपने बच्चों पर अनिवार्य अंग्रेजी थोपने की कोशिश की| नतीजा यह हुआ कि उन्हें तरह-तरह की बीमारियॉं होने लगी| उनकी भूख मर गई, याददाश्त घट गई, नींद गड़बड़ा गई, सिरदर्द रहने लगा, जुबान हकलाने लगी| विदेशी भाषा वे बच्चे तो सीख ही नहीं पाते, जिनके माता-पिता उसे नहीं जानते| भारत के मुश्किल से 5-6 प्रतिशत माता-पिता थोड़ी-बहुत अंग्रेजी जानते हैं| इसका अर्थ यह हुआ कि गरीबों, ग्रामीणों, पिछड़ों, अनुसूचितों और तथाकथित अल्पसंख्यकों के बच्चों को तो फेल होना ही है| शिक्षा के नाम पर अपने दिमाग में हीनता-ग्रंथि पालना ही है और मौका मिलते ही स्कूली शिक्षा से पिंड छुड़ाना ही है| ऐसे में सर्व शिक्षा अभियान क्या कोरा मज़ाक बनकर नहीं रह जाएगा?

प्रो. यशपाल के अलावा आज तक किसी शिक्षा मंत्री को यह बात क्यों नहीं सूझी कि अंग्रेजी की अनिवार्य पढ़ाई बच्चों के लिए जानलेवा है| क्या हम भूल गए कि पिछले साल इंजीनियरिंग के छात्र् ब्रजेश जायसवाल और इलाहाबाद के बैंक कर्मचारी रामबाबू ने अंग्रेजी के कारण ही आत्महत्या की थी| अभी-अभी दिल्ली के एक अन्य छात्र् ने भी मरने के पहले यही कारण बताया था| उसके पिता अंग्रेजी माध्यम के स्कूल की फीस नहीं भर सकते थे| हमारे कई मुख्यमंत्री और शिक्षा-मंत्री बाल शिक्षा के साथ बड़ी दुश्मनी कर रहे हैं| वे पहली कक्षा से ही अंग्रेजी को अनिवार्य बना रहे हैं| वे सोचते हैं कि अगर अंग्रेजी से ही नौकरी मिलनी है और सामाजिक हैसियत बननी है तो फिर उसे पॉंचवीं से क्यों, पहली कक्षा से ही क्यों न पढ़ाया जाए? उनका इरादा नेक है लेकिन उनकी कारगुजारी बाल-हत्या से कम नहीं है| आज तक दुनिया के किसी मूर्खतम तानाशाह ने जो काम नहीं किया, वे हमारे मुख्यमंत्री और शिक्षामंत्री कर रहे हैं| अंग्रेजी में किसी को फेल न किया जाए, यह बड़ी नरम मांग है| ज्यादा जरूरी है कि अंग्रेजी की पढ़ाई को एच्छिक बनाया जाए| जिसे अंग्रेजी पढ़ना हो, वह कॉलेज में पढ़े और जमकर पढ़े | साल-दो साल में इतनी अच्छी पढ़ ले कि वह अंग्रेजों को अंग्रेजी सिखाए| हमारी विद्यार्थी अंग्रेजी या किसी भी विदेशी भाषा के गुलाम बनने की बजाय उसके स्वामी बनें| विदेशी भाषा को अपने लाभ का साधन बनाएं न कि उसके गुलाम बन जाएं|

इतना काफी नहीं है कि अंग्रेजी की अनिवार्य पढ़ाई खत्म हो| यह भी जरूरी है कि अंग्रेजी माध्यम से कोई भी विषय नहीं पढ़ाया जाए| यदि सारे विषय–ज्ञान, विज्ञान, तकनीक, काम-धंधे आदि अपनी भाषाओं में पढ़ाए जाऍं तो बच्चे उन्हें जल्दी सीखेंगे और बेहतर सीखेंगे| साठ साल तक हमारी शिक्षा में उल्टी खोपड़ी चलती रही| हमने वह मूर्खता की जो दुनिया के किसी भी देश ने नहीं की| यदि हम स्वभाषा का माध्यम बनाते तो अब तक हम चीन और रूस से आगे निकल जाते| क्या अमेरिका, बि्रटेन, फ्रांस, जर्मनी और जापान ने अपने बच्चों को विदेशी माध्यम से पढ़ाया है? अंग्रेजी ने हमारी शिक्षा की गुणवत्ता को तो घटाया ही, उसका विस्तार भी रोका| अंग्रेजी ने देश में अशिक्षा फैलाई| आज भी 70-80 प्रतिशत भारतीय अशिक्षित हैं| 70 प्रतिशत लोग साक्षर हैं, इसका अर्थ यह नहीं कि वे शिक्षित हैं| जो सिर्फ अपना दस्तखत कर सके, क्या उसे हम शिक्षित कहेंगे? यदि शत-प्रतिशत भारतीय शिक्षित होते तो भारत कभी का महाशक्ति बन गया होता| बेरोजगारी खत्म हो गई होती| आरक्षण अनावश्यक हो जाता| समतामूलक समाज बनता|

लेकिन ऐसा होना आसान नहीं है, क्योंकि हमारे सवर्ण, शहरी और मुट्ठीभर अंग्रेजीदॉं नेताओं ने अंग्रेजी का जबर्दस्त तिलिस्म खड़ा कर दिया है| उसे नौकरियों से जोड़ दिया है| यह सिर्फ भारत में ही होता है| किसी भी देश में किसी को नौकरी से इसलिए वंचित नहीं किया जाता कि उसे विदेशी भाषा नहीं आती| अंग्रेजी जाने बिना आप भारत में केवल चपरासी या चौकीदार की नौकरी ही पा सकते हैं| इसीलिए गरीब लोगों को अपना पेट काटकर अपने बच्चों को अंग्रेजी माध्यम के स्कूलों में पढ़ाना पड़ता है| यदि नौकरियों से अंग्रेजी हटा लें तो यह तिलिस्म धड़ाम से जमीन पर आ गिरेगा| कौन बेवकूफ है, जो हिरण पर घास लादेगा? सारे पब्लिक स्कूल साल भर में ही बंद हो जाऍंगे| भारत और इंडिया का भेद पैदा करनेवाली जड़ कट जाएगी| इसीलिए अंग्रेजी सिर्फ शिक्षा में ही नहीं, नौकरी में भी एच्छिक होनी चाहिए| आइए प्रो. यशपालजी, थोड़ा और आगे बढि़ए| हमारे साथ कदम से कदम मिलाकर चलिए|

Subject: The seeds of the genocide of our identity and culture: ABCD the first alphabets inculcated to our little children: A monumental crime.

Ever wondered why is the first letters that is being taught and deeply internalized into our KG and pre-Kinder Garden children is a foreign language... English as in ABCD.
Why are the first letters that we teach and emboss in our children the letters of our mother tongue of our respective Bhaarateeya states?
         Why are we making brown Englishmen out of our children and stealing their true identities as Bhaarateeyas away from them before they can even think for themselves. Why are we committing this unconscionable crime of genocide of identity and culture of future generations??

Why can't we wait for English inculcation for our children to begin at a later age, after those very important first impression years of the Kindergarten? When countries like China, Japan, and others like Germany, Russia, and Iran make sure that the first alphabets for their children are their native tongues and introduce English at around mid-school or even high school why can't we at least wait for English inculcation till the First standard. Why can't we at least keep the KG and nursery years completely in our native language?

Why can't we say NO TO ENGLISH as the first language of our Bhaarateeya children...? WHY??? Why can't we say NO TO ENGLISH in the Kinder Garden years and insist that our children are exclusively taught in the native state languages during those very important identity formation years. WHY??

Why are we committing cultural and identity genocide of our children with our own Anglicized education system and committing a monumental crime by our children, a crime which they may NEVER forgive us in the future.

Ps think hard and Ps insist for complete native language during KG years for your children. Let their first alphabets be that of their mother tongue. We have already been robbed by our English medium schooling system. Why the same tragedy should be repeated for our children... PS THINK HARD and if U find it logical, that will mean the very life and death of our culture and language.

There is no doubt that many factors contribute to this inadvertent crime perpetrated by us and also by our system on our unaware children. But the real damage is certainly that our children are growing up feeling that English is their mother tongue and their actual mother tongue is something distant, ancient, anachronistic, and sometimes even completely alien. They then go on to develop a kind of aversion, esp. when it comes to reading and writing their native mother tongue. Now I'm not advocating a TOTAL BAN on English. I'm only talking about the first letters that our Bhaarateeya children learn and that too in the own backyard Bhaarat and this makes a tremendous psychological impact.

How sad this is because no other country is doing this to its posterity. This is a colossal damage of the psyche and identity that we are inflicting on our children regardless of the plethora of reasons that we can come up with. Can we imagine a Chinese child totally schooled in an alien tongue in the KG years or for that matter even an Aglo-American child inculcated in say... Chinese of Sanskrit as its first language. What would that do to its psyche? Would that not alienate it from its roots?
And to think that we are doing this crime to generation after generation of our posterity...Tragic
indeed. The cultural and social harvest of the future would be bitter indeed to say the least.

          Our country is run by those, selfish politicians, who are interested in saving their kursi only, NOT THE COUNTRY, AND NATION.!

          Government should not forget that this step of Simplifying Hindi shall not be towards making Hindi easy to understand but its bastardisation? No Patriot anywhere in the world can even think of doing this to his National Language, his Mother Tongue. But these tail wagging pets of an Italian Roman Catholic lady are a breed apart! They can do anything to please her.

It is a medical conclusion that people in English using areas have a medical condition called "dyslexia" which is almost non-existent among those who are educated in the vernacular in Indian languages. Those who are incapable of learning the Hindi language are most definitely incapable of any scientific, logical, analytical thinking. They are just looking for an excuse to become slaves.

The language students find most difficult and tricky to learn is English. Not Hindi. The failure percentage too is the highest in it. Does the honourable minister not know this simple well known fact? Under the circumstances, shall he, 'Urdu ghazals, sher-o-shaairee and mushairaa priya' minister of the govt. of India, consider introducing popular commonly used Hindi and other 'native' languages words in the European language English and Urdu, Persian and Arabic?
