Hon'ble Sir. Please take the perusal of rest of submissions as
follows. To furnish access to information within
time specified under subsection 1 of section 7 of R.T.I. Act 2005 as
sought. Hon'ble Sir may be pleased to take the perusal of annexure 2
in three pages. 3-It is submitted before the Hon'ble Sir
that aforesaid RTI letter was transferred by PIO Chief Secretary's
office to PIO department of Public Complaint, Government of Uttar
Pradesh under subsection 3 of section 6 with forwarding note letter
no.1657 dated 18may 2011. Hon'ble Sir may be pleased to take the
perusal of annexure 3. 4-It is submitted before the Hon'ble Sir that
department of public complaint, section-1, government of uttar pradesh
sent two letters successively through its PIO to D.M. Mirzapur ie
letter dated 20may 2011 and letter dated 24may 2011. Hon'ble Sir may
be pleased to take the perusal of annexure 4 in two pages.
5-It is submitted before the Hon'ble Sir that when your
complainant was not made available sought information by D.M.
Mirzapur within time specified under subsection 1 of section 7 of
R.T.I. Act 2005 then your complainant submitted an appeal under
subsection 1 of section 19 of R.T.I. Act 2005 dated 3.7.2011 before
commissioner vindhyachal division dist-Mirzapur to direct D.M.
Mirzapur to comply the direction dated 24may2011 of public complaint,
section-1, letter no.-RTI-340PMP/34-LOK.SHIK.-1/2011. Hon'ble Sir may
be pleased to take the perusal of annexure 5 in three pages.
6-It is submitted before the Hon'ble Sir that PIO Mirzapur Mr Anil
Kumar Pandey sent three letters in this respect to D.P.R.O. Mirzapur
ie letter no. 1646 dated 6june 2011, letter no. 1647 dated 6june 2011
and letter no.99 dated 28.7.2011 which copies were also served to your
complainant. It is unfortunate that D.P.R.O. Mirzapur even did not
consider it appropriate to entertain any of these letters. Hon'ble Sir
may be pleased to take the perusal of annexure 6 in three pages.
7-It is submitted before the Hon'ble Sir that
R.T.I. Act 2005 has been introduced by the Government of India to
enhance transparency and accountability in the working of public
authority but it will never achieve its destination if officials like
D.P.R.O. Mirzapur will seat on these letters without taking any action
as well as D.M. Mirzapur instead of forwarding a letter will not take
solid and strong steps like a responsible officer as this practice has
been common to such officers. This is humble
request of your complainant to you Hon'ble Sir to direct action in
accordance with the provisions of R.T.I. Act 2005. For this your
complainant shall ever pray you Hon'ble Sir.
