help is required

Respected Sir,
I want some help regarding framing of RTI questions. I asked from
NOIDA AUTHORITY in my RTI application that Construction done by
FLATNO-1970 &1971 adjacent to the park is on NOIDA AUTHORITY LAND/PARK
LAND/GREEN BELT inform me. But after gap of 5 Months I get reply that
my question is not clear as they did not want to give reply. I have
taken Photograph of the construction to show that I am right. Can I go
for 2nd APPEAL and attach the photograph to show that the commission
that the Public Authority is not giving the information to protect
someone or I go for fresh RTI.Kindly advice me with your valuable
guide and tell me about framing of question regarding above matter.As
the FAA is not interested in seeing the photographs just interested to
quickly close the hearing nor the concerned Dept is nor interesting
kindly help me
