Hon'ble Sir. With due respect your applicant wants to draw kind
attention of Hon'ble Sir towards following submissions as follows.
1-It is submitted before the Hon'ble Sir that again
on 11 april 2012 , neither district judge Mirzapur nor his
representative attended the proceeding of the U.P.S.I.C.
2-It is submitted before the Hon'ble Sir that Hon'ble
commission again fixed next date of hearing on 1 august 2012.
3-It is submitted before the Hon'ble Sir that under
article 14 , there is guarantee of the equal protection of laws which
is available to any person. Whether this protection is not available
to your applicant as he is citizen of India. 4-It is
submitted before the Hon'ble Sir that article 14 declares that the
state shall not deny to any person equality before the law whether it
means District Judge may not attend the proceeding of commission
despite the order of commission and your applicant may suffer due
inordinate delay in the disposal of appeal.
5-It is submitted before the Hon'ble Sir that court may allow to
institute criminal proceeding on the basis of forged documents against
a whistle blower in order to harass him and now when victim wants to
expose misdeeds of some bodies under transparency act then district
judge itself running away from proceeding of transparency panel.
This is humble request to you Hon'ble Sir to direct appropriate
authority so that district judge Mirzapur could not make the mockery
of transparency act and may not dare to take the direction of
transparency panel under teeth. For this, your applicant shall ever
