Bureaucrats in Uttar Pradesh are living in the shadow of fear these
days — and no, we are not talking about the state's young chief
minister.
It is an RTI activist Nutan Thakur who has instilled fear in the
babus. From filing police complaints to PILs on almost a daily basis,
Ms Thakur — who happens to be the wife of IPS officer Amitabh Thakur
(superintendent of police) — has now started targeting bureaucrats at
a more personal level.
She recently sent a complaint to principal secretary transport saying
that a senior bureaucrat has been misusing his official vehicle,
sending off his dog for an evening walk in his car which bears a red
beacon light.
She wrote that the "huge dog" arrives at the Ram Manohar Lohia Park in
the officer's official car, seated regally in the back seat.
After helpfully providing the number of the vehicle, Ms Thakur added
that this was a gross misuse of the official vehicle and demanded
action.
This embarrassing letter has unnerved bureaucrats in the state who now
dread similar letters from the RTI activist since most of them have
misused official vehicles at one time or the other.
Mr Thakur has been posted in the rules and manuals department of the
UP police (which, incidentally, does not even have an office), and, it
is whispered, may be the guiding light behind his wife's social
activism.
The question is, is this really a campaign to clean up the
bureaucracy, or a devious way of getting promoted?
