PPF Weekly Media Content Monitoring Report of January 9-15
Forced disappearance of social media activists and bloggers subjugated most of the media coverage in both print and electronic media during the week. Five social media activists and bloggers are believed to be abducted just for using the right of expression. Owing to the sensitivity of the issue, Pakistan Senate Chairman Raza Rabbani took notice of the incident and invited Interior Minister to share the status in a special briefing to members of the upper house.

As per Pakistan Press Foundation (PPF) monitoring in both television and newspaper 54 out of 84 news items were related to Freedom of Expression category, 11 from media regulation, six related to media development; five were from media safety; three news items of ethics; one obituary news; while four news items covered miscellaneous topics.

Emotional well-being essential for journalists' sanity and safety: TV reporters

Karachi, Jan 18 (PPI): Majority of journalists witness traumatic events and should get regular psychological counseling and medical check-ups to ensure their physical as well as psycho-social safety and productivity. Media houses also need to develop implementation of safety protocols in the field and anti-sexual harassment policies for female journalists.

These were some of the key points raised at the round table discussion on 'Safety of Television Journalists,' organized by the Pakistan Press Foundation (PPF) in collaboration with the Open Society Institute (OSI) here.

Freedom of Expression

Abducting social activists
HAD last week's kidnappings of bloggers and social media activists happened in Balochistan, it would have been a non-event. But all five abductions happened in Punjab — and now the authorities are feeling some heat.
Salman Haider — a lecturer at the Fatima Jinnah Women's University in Rawalpindi — was intercepted while driving on Islamabad Expressway on his way home. Others were picked up from Lahore and near about. They include social activist Samar Abbas, social media bloggers Aasim Saeed, Ahmad Waqas Goraya, and Ahmed Raza Naseer — who suffers from polio. Their whereabouts are unknown as of the time of this writing. Still others are said to be missing with families too fearful to register formal complaints.

PPF seeks end to free expression violations in Azerbaijan, Sri Lanka, Bangladesh and Venezuela

Pakistan Press Foundation (PPF) voiced concern over the violation of media rights in Azerbaijan, Bangladesh, Sri Lanka and Venezuela.
On Jan 13, PPF Secretary General Owais Aslam Ali wrote to President Ilham Aliyev of Azerbaijan regarding the detention and alleged torture of award-winning journalist Mehman Huseynov.
Huseynov was picked up on Monday evening and held without access to lawyer or his family until the next day. He was then produced in a Baku court, where the judge ruled that he had disobeyed the police and fined him. Huseynov said he was tortured.

Pemra initiates debate on code of conduct

Pakistan Electronic Media Regulatory Authority (PEMRA) Monday launched "Code of Conduct: A Collective Responsibility" with the collaboration of media houses to improve the performance of the PEMRA with an open discussion on Electronic Media Code of Conduct 2015 to bridge the gap between the regulatory authority and its relevant stakeholders.
Renowned anchors, journalists and media persons discussed in detail the scope and role of PEMRA and its Code of Conduct 2015 and importance of self-accountability by media houses and anchorpersons. The speakers highlighted the need for responsible reporting and content-check at the newsroom level. The launching ceremony was divided into panel discussions, which were addressed by the noted anchors and media persons and attended by a large number of journalists, members of civil society, reporters and students.

Pemra recommends Rs50,000 fine on private channel
ISLAMABAD: The Council of Complaints of the Pakistan Electronic Media Regulatory Authority (Pemra) on Sunday recommended imposition of Rs 50,000 fine on Channel 24 for its non-serious attitude towards the council.
The council took this decision in its 68th meeting held at the Pemra Regional Office Lahore with Dr Mehdi Hassan in the chair. The council disposed of a complaint of Qazi Muhammad Iqbal against Channel 24 and ARY News for "airing baseless news against the complainant". The complaint of cricketer Muhammad Hafeez against Geo TV and Jaag TV was disposed of due to non-appearance of the complainant. The council directed the channels to apologize for levelling allegations against Pakistan cricket team players.

ECP powers: FAFEN points at gaps in elections bill
ISLAMABAD: The Draft Elections Bill, 2017 is a combination of both progressive and regressive measures. This may turn out to be counterproductive and may not yield the desired results of improving the quality of elections.
These observations were shared at a consultative meeting organised by the Free and Fair Election Network (Fafen).
The bill, made public last month for general feedback, requires critical improvements to ensure the independence and authority of the ECP over all aspects of an election as a prerequisite for free, fair and transparent General Election due to take place in 2018, Fafen said.
