Urvashi Sharma's IGRS Campaign Seeks Accountability in Lucknow Development Authority. Uttar Pradesh Government Calls for Evidence in Corruption Complaint

LUCKNOW, Uttar Pradesh, India, 25 October 2026

Social, Right to Information and IGRS activist Urvashi Sharma has brought a complaint seeking scrutiny of alleged corruption, financial irregularities and administrative accountability within the Lucknow Development Authority into the formal channel of the Uttar Pradesh government's public grievance system. The case highlights a critical question in public administration: how should allegations concerning the functioning of a major urban development authority be examined, and what evidence must a complainant furnish to trigger further action?

Official records relating to IGRS grievance number 60000260276394 show that the complaint was registered in Sharma's name and routed through the government's grievance-handling machinery. The subject of the complaint expressly requested that the matter not be sent to the Lucknow Development Authority itself, seeking examination at a higher administrative level.

The complaint concerns the accountability of LDA Vice-Chairman and IAS officer Prathamesh Kumar, along with other officials and employees whose roles would need to be established through an impartial inquiry. It calls for scrutiny of alleged irregularities, possible misuse of official positions, financial transactions, assets and the handling of complaints relating to enforcement against unauthorised construction.

From grievance to formal government response

The IGRS dashboard records that the complaint was transferred on 9 October 2026 from the Public Grievance Section 4 of the Chief Minister's Office. The recorded direction called for action in accordance with the applicable rules.

On 16 October 2026, the Uttar Pradesh government's Appointment Department, Section 5, issued a formal communication to Sharma. Digitally signed by Special Secretary Abhishek Goyal, the letter referred to her IGRS complaint and requested that she provide an affidavit confirming the complaints mentioned in her representation, together with appropriate supporting evidence, in accordance with the government order dated 9 May 1997.

The letter stated that further action under the applicable rules would be taken once the required evidence and affidavit were received.

What Sharma's complaint seeks to examine

The representation calls for a comprehensive vigilance examination extending beyond individual employees to the wider administrative and supervisory structure of the authority, wherever evidence justifies such scrutiny.

Among the measures requested are examination of relevant financial and property records, verification of assets against lawful sources of income, scrutiny of bank accounts and investments where legally warranted, and a special audit of the handling of IGRS complaints and related enforcement proceedings over the preceding five years.

The complaint also seeks scrutiny of inspection reports, sealing and enforcement actions, and possible instances in which complaint-handling mechanisms may have been misused for unlawful financial gain or to protect unauthorised construction.

Sharma has requested that any inquiry be conducted under appropriate vigilance supervision, with legally justified action wherever evidence establishes wrongdoing. The representation further seeks a special investigation team and publication of an inquiry report.

Urvashi Sharma's use of accountability mechanisms

Sharma's representation illustrates how citizens can use formal grievance channels to request scrutiny of public administration and seek action through established procedures. Her approach relies on the IGRS mechanism and a written administrative record, creating a traceable sequence of complaint, transfer, official direction and request for substantiation.

The wider public-interest question

Urban development authorities exercise substantial powers affecting land use, building regulation, enforcement and citizens' dealings with public officials. Confidence in these institutions depends not merely on receiving complaints, but on examining credible evidence impartially and communicating clear outcomes.

In this case, the immediate issue is whether the procedural requirement identified by the Appointment Department will be followed by a substantive examination of the allegations.

As of the records available for this report, the government's request for supporting evidence is documented.
