लखनऊ। जनहित में उठाई गई शिकायत के बाद पिस्ता हाउस, 29 बीएन रोड, लालबाग, लखनऊ की अग्नि सुरक्षा व्यवस्था को लेकर अग्निशमन विभाग ने स्थलीय निरीक्षण कर अपनी आख्या पुलिस आयुक्त, लखनऊ को भेजी है। यह कार्रवाई सामाजिक कार्यकर्ता, आरटीआई एवं आईजीआरएस एक्टिविस्ट उर्वशी शर्मा द्वारा आईजीआरएस के माध्यम से की गई शिकायत के बाद हुई।
मुख्य अग्निशमन अधिकारी, लखनऊ की ओर से 2 सितंबर 2026 को जारी आख्या में बताया गया है कि उर्वशी शर्मा की शिकायत के संदर्भ में संबंधित भवन का अग्नि सुरक्षा के दृष्टिकोण से स्थलीय निरीक्षण कराया गया। विभागीय निरीक्षण में भवन बेसमेंट, भूतल और तीन अन्य तलों का पाया गया, जिसकी ऊंचाई 14.85 मीटर बताई गई है। भवन में उपलब्ध दोनों सीढ़ियों की चौड़ाई 1.45 मीटर और 1.20 मीटर पाई गई, जबकि आख्या में मानक के अनुसार 1.50 मीटर चौड़ाई की सीढ़ी अपेक्षित बताई गई है।
निरीक्षण में भवन में होजरील सिस्टम, मैनुअली ऑपरेटेड इलेक्ट्रिक फायर अलार्म सिस्टम, डाउनकमर सिस्टम, बेसमेंट में स्प्रिंकलर सिस्टम, 15,000 लीटर क्षमता का टेरेस टैंक और 900 एलपीएम क्षमता का टेरेस पंप उपलब्ध पाया गया। वहीं आख्या में एबीसी एवं सीओ2 फायर एक्सटिंग्विशर, ऑटोमैटिक स्मोक डिटेक्शन एंड अलार्म सिस्टम, ऑटोमैटिक फायर सिस्टम, 1 लाख लीटर क्षमता के भूमिगत टैंक, निर्धारित क्षमता के फायर पंप, विद्युत वायरिंग का सुरक्षा ऑडिट तथा स्मोक एक्सट्रैक्शन अथवा मैनेजमेंट जैसी अतिरिक्त व्यवस्थाओं की आवश्यकता बताई गई है।
सबसे महत्वपूर्ण खुलासा यह है कि अग्निशमन विभाग की आख्या के अनुसार भवन के लिए 9 फरवरी 2024 को ऑक्युपेंसी के अंतर्गत अग्नि सुरक्षा प्रमाण पत्र प्राप्त किया गया था, लेकिन वर्तमान में भवन का उपयोग रेस्टोरेंट के रूप में किया जा रहा है, जिसे विभाग ने जारी अग्नि सुरक्षा प्रमाण पत्र के विपरीत और नियम विरुद्ध बताया है। इसी आधार पर भवन प्रबंधन या स्वामी को 31 अगस्त 2026 को नोटिस जारी किए जाने की जानकारी भी आख्या में दी गई है।
इस मामले में उर्वशी शर्मा की भूमिका इसलिए उल्लेखनीय है क्योंकि उन्होंने जनसुरक्षा और अग्नि सुरक्षा जैसे सार्वजनिक हित के मुद्दे को आईजीआरएस के माध्यम से संबंधित प्रशासनिक अधिकारियों के समक्ष उठाया। उनकी शिकायत के बाद मामला केवल कागजी स्तर पर नहीं रहा, बल्कि अग्निशमन विभाग द्वारा मौके का निरीक्षण किया गया और भवन की वास्तविक अग्नि सुरक्षा व्यवस्था तथा उसके उपयोग से संबंधित महत्वपूर्ण तथ्यों को सरकारी आख्या में दर्ज किया गया।
उर्वशी शर्मा लंबे समय से सामाजिक सरोकारों, आरटीआई और आईजीआरएस के माध्यम से जनहित के मुद्दे उठाने वाली सामाजिक कार्यकर्ता के रूप में सक्रिय हैं। पिस्ता हाउस प्रकरण में भी उनकी पहल ने अग्नि सुरक्षा जैसे संवेदनशील विषय पर प्रशासनिक जांच और कार्रवाई का रास्ता खोला है। जनहित में नागरिकों द्वारा इस प्रकार संस्थागत माध्यमों से उठाए गए सवाल सार्वजनिक स्थानों की सुरक्षा व्यवस्था को जवाबदेह बनाने में महत्वपूर्ण भूमिका निभाते हैं।
Illegal Use of Pista House Lucknow as a Restaurant — Impact of IGRS Activist Urvashi Sharma’s Complaint on Pista House Fire Safety; Fire Department Inspection Reveals Several Deficiencies
Lucknow: A complaint concerning fire safety arrangements at Pista House, located at 29 BN Road, Lalbagh, Lucknow, has resulted in an official inspection by the Fire Department following an initiative by social worker, RTI and IGRS activist Urvashi Sharma.
Sharma had raised concerns regarding fire safety arrangements at the premises through the IGRS mechanism in the public interest. Following her complaint, the concerned authorities initiated an inspection, and the Chief Fire Officer, Lucknow, subsequently submitted an official report to the Police Commissioner, Lucknow.
According to the Fire Department's inspection report dated September 2, 2026, the building comprises a basement, ground floor and three additional floors, with a reported height of 14.85 metres. The report notes that the two staircases available in the building measure approximately 1.45 metres and 1.20 metres in width, while a staircase width of 1.50 metres has been stated as required under the applicable provisions.
The inspection found several fire safety installations at the premises, including a hose reel system, manually operated electric fire alarm system, downcomer system, sprinkler system in the basement, a 15,000-litre terrace water tank and a 900 LPM terrace fire pump.
The Fire Department's report has also identified additional fire safety measures, including ABC and CO2 fire extinguishers, an automatic smoke detection and alarm system, an automatic fire suppression system, a 100,000-litre underground water tank, specified fire pump arrangements, an electrical wiring safety audit and smoke extraction or smoke management provisions.
A significant observation in the official report concerns the use of the premises. The report states that a fire safety certificate had been obtained on February 9, 2024, under the category of business occupancy. However, the building was found being used as a restaurant, which the Fire Department described as contrary to the issued fire safety certificate and against the applicable rules. The report further states that a notice was issued to the building's management or owner on August 31, 2026.
Urvashi Sharma's Public Interest Initiative
The development highlights the role of citizen-led complaints in bringing public safety issues before the administration. Urvashi Sharma's intervention focused on fire safety and public interest, resulting in the concerned authorities conducting a physical inspection and recording their findings officially.
Sharma, a social worker and RTI and IGRS activist, has been actively using statutory grievance mechanisms to raise issues concerning public interest and administrative accountability. In the Pista House matter, her persistence resulted in the authorities examining the premises and recording specific observations concerning its structure, fire safety installations and present usage.
The official communication was addressed to the Police Commissioner, Lucknow, with copies marked to senior district and fire department officials for information and necessary action.
The case illustrates how sustained citizen participation through mechanisms such as IGRS can bring issues concerning public safety, regulatory compliance and accountability before the competent authorities. Sharma's efforts in pursuing the matter through official channels have ensured that the concerns were examined on the ground and that the findings were placed on official record.
