The Bihar tragedy is the result of lax oversight that allows schools to serve dangerous food. Now, the government plans to launch a new panel to monitor the massive mid-day meal scheme. But its powers are vague and there's no way for parents to make sure it's doing its job. The only way to clean up school meals is to conduct and publish regular inspection reports so parents can see what their kids are eating -- and impose strict punishments on contractors who provide bad food.

Covering nearly 120 million school children, India's mid-day meal scheme is one of the largest and most ambitious school nutrition programmes in the world. It was put in place as an incentive to poor parents to send their children to government schools and address the massive problem of malnutrition and illiteracy. Economists have testified to the program's success in improving primary school enrollment, and good nutrition can help a child succeed. But this Bihar tragedy shows that there is no room for complacency.
An initial report on the cause of death of the little children in Bihar has confirmed that the food they were served was contaminated with dangerous pesticides. In addition to the Bihar case, there have been several other instances that have exposed the program's weaknesses. In many schools, there is no infrastructure to store food safely and often the food is cooked in highly unhygienic surroundings, such as next to garbage sites. The cooks and assistants who prepare the food are also often untrained in basic hygiene. In Delhi alone, 80% of the food samples recently tested were found to be substandard.

बिहार त्रासदी एक सुस्त निरीक्षण प्रणाली का परिणाम है जिसके कारण स्कूलों में हानिकारक भोजन परोसा जा रहा है. अब सरकार एक नये पैनल को आरंभ करने की योजना बना रही है जो इस विशाल पैमाने पर चल रही मिड-डे मील्स स्कीम पर निगरानी रख सके. लेकिन इस पैनल के पास कितनी ताक़त होगी, यहअभी स्पष्ट नहीं है और माता-पिता के पास कोई रास्ता भी नहीं है की वो सुनिश्चित कर सकें की यह पैनल अपना काम कर रहा है. स्कूल मील्स को सुरक्षित बनाने का एक ही रास्ता है- नियमित रूप से इनका परीक्षण हो और फिर उसकी रिपोर्ट प्रकाशित की जाए जिससे माता-पिता देख सकें की उनके बच्चों को किस तरह का भोजन खिलाया जा रहा है. इसके अलावा जो ठेकेदार खराब और मिलावट वाला खाना दे रहें हैं उन्हें सख़्त सज़ा दि जाए.

भारत की मिड-डे मील स्कीम जिसमें लगभग १२० करोड़ स्कूली बच्चे शामिल हैं, दुनिया की सबसे महत्वाकांक्षी स्कूल पोषण कार्यक्रमों में से एक है. यह ग़रीब परिवारों के बच्चों को सरकारी स्कूलों में भेजने और कुपोषण और निरक्षरता की भारी समस्या को हल करने के लिए शुरू करी गयी थी. अर्थशास्त्रियों ने प्रमाणित किया है की इस कार्यक्रम से प्राथमिक स्कूल नामांकन में सुधार हुआ है और अच्छा पोषण बच्चों की सफलता के लिए भी ज़रूरी है. लेकिन बिहार त्रासदी से एक बात स्पष्ट है- इस कार्यक्रम में आत्मसंतोष की कोई जगह नहीं है.
प्रारंभिक रिपोर्ट से यह पता चला है की इन बच्चों को दिया गया भोजन खतरनाक कीटनाशकों से दूषित था. बिहार मामले के अलावा कई अन्य उदाहरण भी सामने आएँ हैं जिनसे इस कार्यक्रम की कमज़ोरियाँ उजागर होती हैं. कई स्कूलों में भोजन को सुरक्षित रखने की कोई व्यवस्था नहीं है और अक्सर भोजन अस्वच्छ जगहों में पकाया जाता है जैसे की कूड़े के बगल में. जो लोग भोजन तैयार करतें हैं वो भी बुनियादी स्वच्छता में अक्सर अप्रशिक्षित होते हैं. हाल ही में हुए एक परीक्षण में सिर्फ़ दिल्ली में ८०% खाद्य पदार्थों के नमूने घटिया पाए गए.
सरकार ने घोषणा की है की सुरक्षा नियमों को स्कूल की दीवारों पर पेंट किया जाएगा परंतु यह पर्याप्त नहीं है. हमें खाद्य निरीक्षण प्रक्रिया में सम्पूर्ण पारदर्शिता की ज़रूरत है. सरकार अब इन खलनायकों को बचा नही सकती. अभी दस्तख़त करें:
