लखनऊ में टुंडे कबाबी से संबंधित बताए जा रहे एक परिसर को लेकर लखनऊ विकास प्राधिकरण के आधिकारिक अभिलेख ने निर्माण संबंधी नियमों के अनुपालन और सीलिंग आदेशों के प्रभावी क्रियान्वयन पर महत्वपूर्ण सवाल खड़े किए हैं. चर्चित सामाजिक कार्यकर्ता और आरटीआई एवं आईजीआरएस कार्यकर्ता उर्वशी शर्मा की शिकायत और प्रशासनिक जवाबदेही की पहल के बाद इस मामले में प्राधिकरण की कार्रवाई का रिकॉर्ड सार्वजनिक जांच के केंद्र में है.
लखनऊ विकास प्राधिकरण की 24 जुलाई 2026 की कार्यवाही आख्या, आईजीआरएस संदर्भ संख्या 40015726084735, में 168/6, पुराना नजीराबाद रोड, मोहन मार्केट, खालिगंज, अमीनाबाद, लखनऊ स्थित संपत्ति के संबंध में की गई कार्रवाई का विवरण दर्ज है.
सरकारी अभिलेख में सीलिंग की कार्रवाई दर्ज
एलडीए की आख्या के अनुसार, संबंधित संपत्ति पर कथित अनधिकृत निर्माण के संबंध में 23 जुलाई 2026 को शिकायत की गई थी. प्राधिकरण ने उत्तर प्रदेश नगर योजना एवं विकास अधिनियम, 1973 के अंतर्गत हुई कार्यवाही का उल्लेख किया है.
आख्या में ऑनलाइन वाद संख्या 7186/2026 और 6409/2026 का उल्लेख है. प्राधिकरण के अनुसार, 22 अप्रैल 2026 के आदेश के अनुपालन में 30 अप्रैल 2026 को संपत्ति को सील कर दिया गया था और उसका कब्जा संबंधित थाने की पुलिस को सौंप दिया गया था.
आख्या में यह भी उल्लेख है कि सील तोड़े जाने के संबंध में प्राथमिकी दर्ज कराने के लिए पुलिस को पत्र भेजा गया था. इसके अतिरिक्त विद्युत आपूर्ति विच्छेदित कराने के लिए भी पत्राचार किए जाने की बात दर्ज है.
प्राधिकरण ने ऑनलाइन वाद संख्या 6409/2026 के सक्षम प्राधिकारी के समक्ष लंबित होने का भी उल्लेख किया है.
उर्वशी शर्मा की आईजीआरएस पहल से प्रशासनिक जवाबदेही पर जोर
इस प्रकरण में उर्वशी शर्मा की भूमिका शिकायत निवारण व्यवस्था के माध्यम से सरकारी कार्रवाई का अभिलेख प्राप्त करने और उसके क्रियान्वयन पर जवाबदेही सुनिश्चित करने के प्रयास के रूप में सामने आती है.
आईजीआरएस व्यवस्था के माध्यम से उठाए गए मामले में एलडीए की आख्या ने संबंधित संपत्ति, वाद संख्या, सीलिंग की तारीख और आगे की प्रस्तावित प्रशासनिक कार्रवाई का विवरण उपलब्ध कराया है.
अब प्रमुख प्रश्न यह है कि सीलिंग के बाद प्राधिकरण और पुलिस ने क्या कार्रवाई की, क्या सभी निर्देशों का अनुपालन हुआ और परिसर की वर्तमान स्थिति क्या है.
एलडीए और पुलिस से इन सवालों के जवाब जरूरी
संबंधित अधिकारियों को निम्नलिखित बिंदुओं पर स्थिति स्पष्ट करनी चाहिए.
पहला, क्या 30 अप्रैल 2026 को सील किया गया परिसर आज भी सील है और क्या इस संबंध में हाल में भौतिक निरीक्षण किया गया है.
दूसरा, सील तोड़े जाने के संबंध में पुलिस को भेजे गए पत्र पर क्या कार्रवाई हुई और क्या प्राथमिकी दर्ज की गई.
तीसरा, विद्युत आपूर्ति विच्छेदित कराने के लिए भेजे गए पत्र पर विद्युत विभाग ने क्या निर्णय लिया और वर्तमान में परिसर की विद्युत स्थिति क्या है.
चौथा, ऑनलाइन वाद संख्या 6409/2026 की वर्तमान स्थिति क्या है और सक्षम प्राधिकारी ने इस संबंध में कोई नया आदेश पारित किया है या नहीं.
पांचवां, यदि सीलिंग के बाद परिसर में व्यावसायिक गतिविधियां संचालित होने का दावा किया जाता है, तो उसका स्वतंत्र भौतिक निरीक्षण कर वास्तविक स्थिति की पुष्टि की जाए.
केवल सीलिंग का आदेश पर्याप्त नहीं, अनुपालन भी जरूरी
सीलिंग आदेश का उद्देश्य संबंधित संपत्ति पर लागू कानूनी प्रतिबंधों का पालन सुनिश्चित करना होता है. ऐसे आदेश की प्रभावशीलता इस बात पर निर्भर करती है कि उसका वास्तविक अनुपालन हुआ या नहीं, नियमित निगरानी की गई या नहीं और किसी उल्लंघन की पुष्टि होने पर समयबद्ध कार्रवाई की गई या नहीं.
एलडीए की आख्या इस मामले की आगे जांच के लिए एक महत्वपूर्ण दस्तावेजी आधार प्रदान करती है. अब आवश्यक है कि 30 अप्रैल 2026 के बाद की घटनाओं, संबंधित विभागों की कार्रवाई और परिसर की वर्तमान कानूनी स्थिति को आधिकारिक अभिलेखों तथा स्थल निरीक्षण के माध्यम से स्पष्ट किया जाए.
उर्वशी शर्मा की आईजीआरएस पहल ने इस प्रकरण में सरकारी कार्रवाई और उसके अनुपालन को सार्वजनिक जवाबदेही के दायरे में लाने का प्रयास किया है.
जनहित का मूल प्रश्न स्पष्ट है. जब कोई विकास प्राधिकरण किसी संपत्ति को सील करने की कार्रवाई दर्ज करता है, तो नागरिकों को यह जानने का अधिकार है कि आदेश का वास्तविक अनुपालन हुआ या नहीं और उस संपत्ति की वर्तमान कानूनी स्थिति क्या है.

A civic accountability campaign led by noted social worker and RTI and IGRS activist Urvashi Sharma has brought an official Lucknow Development Authority record concerning a property associated with Tunday Kababi into focus, raising important questions about unauthorised construction, enforcement of development regulations and compliance with sealing orders.
An official action taken report issued by the Lucknow Development Authority on July 24, 2026, in connection with IGRS reference number 40015726084735, provides a documentary account of action concerning the property at 168/6, Old Nazirabad Road, Mohan Market, Khaliganj, Aminabad, Lucknow.
The report records a complaint dated July 23, 2026, concerning alleged unauthorised construction at the property and action under the Uttar Pradesh Urban Planning and Development Act, 1973.
Official record confirms sealing action
According to the LDA report, proceedings concerning the property included online case numbers 7186/2026 and 6409/2026. The authority states that, following an order dated April 22, 2026, the property was sealed on April 30, 2026, and handed over to the custody of the concerned police station.
The report further states that a communication was sent to the police concerning registration of an FIR against breaking the seal and that correspondence was initiated for disconnection of the electricity supply.
The document also refers to proceedings concerning the construction under the applicable provisions of the 1973 Act. It states that online case number 6409/2026 was pending before the competent authority at the time of the report.
Urvashi Sharma's IGRS initiative puts enforcement under scrutiny
The case highlights the role of Urvashi Sharma, a social worker and RTI and IGRS activist, in using formal grievance mechanisms to seek administrative accountability and documentary action on civic issues.
Rather than relying solely on public allegations, the complaint process has produced an official record identifying the property, the relevant case numbers, the sealing date and the further enforcement steps reported by the LDA.

The competent authority should also disclose the current status and outcome of case number 6409/2026, along with any subsequent orders concerning the property.
If the premises are alleged to have resumed commercial operations, an independent physical inspection and verification of the relevant sealing records, electricity status and permissions would be necessary.
Accountability must extend beyond paperwork
