Union Finance Minister Sri Pranab Mukherjee, claimed that the movements of Anna Hazare and Baba Ramdev are creating extra-constitutional authority, which might lead to complete collapse of democracy, and eventually would make room for dictatorship. Before making any comment, I may be allowed to recall that in or around 1969 Sri Pranab Mukherjee, was General Secretary of Bangla Congress (a State party) and its Leader Shri Ajay Mukherjee was Chief Minister of West Bengal and Shri Jyoti Basu was his Deputy Chief Minister. Due to political pressure created by CPI(M) Party, Chief Minister Shri Ajay Mukherjee understood that he is unable to perform his constitutional duties, and sat for Indefinite Fast (one such Fasts by any sitting Chief Minister), in front of Raj Bhawan at the Dharamtala Maidan, Kolkata. Sri Pranab Mukherjee were active during the whole period of Fast, which runs for several days. Can Sri Pranab Mukherjee describe his act as undemocratic?
In fact when any Constitutional Authority including Parliament failed to perform its constitutional duty, as in last more than 60 years Parliament failed to perform its constitutional duties, at par the aspirations of the citizenry of the Country, rather Parliament allowed its members to exploit the public interests for the personal benefits. Under such a situation other pillars of democracy is compelled to intervene. Mr. Pranab Mukherjee should remember that the members of Civil Society are not individuals, rather representatives of people's sentiments burnout from non action of the Parliament.

'' Anna Hazare went on a stir for not preparing of Lokpal Bill. BJP supported it. We discussed it with Anna Hazare. Now a panel headed by me is preparing a strong and sound Lokpal Bill that will be introduced in the monsoon session of Parliament. But Anna Hazare is now threatening that if the Bill is not passed by August 15, then he would start a fast-unto-death . How can someone from outside dictate the terms of Parliament? This is certainly an attempt to weaken the democracy,'' Mukherjee said.
He said such movements for an creating an extra-constitutional authority might lead to complete collapse of democracy, which eventually would make room for dictatorship. 'I must say that Emergency will never be imposed and no state government can be dissolved on the allegation of corruption. This also happened in the 70s,'' Mukherjee said. Accusing BJP of instigating such movements, he said '' successive defeats in polls'' and '' growing frustration'' were forcing the party create trouble within and outside Parliament.
